It is said in Grand Army posts of San Francisco that Cutler is not favorable to the reappointment of Roberts and has given- positive expressions of his views in this regard to Colonel Smedberg and other leading men in the organization. It would be no surprise therefore if the contest for department commander should hinge on the adjutant generalship. There is an impression that large delegations from this city, Oakland, Sacramento, San Jose, Santa Cruz, Los Angeles and San Diego will go to Redding. Acting upon the indorsement of leading Republicans of Napa and the recommen- dations of Congressman McKinlay and United States Senators Perkins and Flint, President Roosevelt on Thursday last sent to the Senate the name of G. M. Francis for reappointment (third term) as postmaster at Napa. The appointee is a well-known Grand Army man and his retention in office is regarded as an- other indorsement of the national policy of glving preference to Civil War veter- ans. Carl Burman, a baker, residing at §03 Forty-fifth street, Oakland, was badly burned about the face and hands yes- terday at the California Baking Com- pany’s plant.
