FINANCIAL. Capital Store Sales 1.5Per Cent Ahead. Of Year Ago "Richmond Bank Finds Total Far Behind Previous Mark By EDWARD C. STONE. Department store sales in Wash- ington in the week ended May 11 were 7.5 per cent greater than sales in the week ended May 13, 1939, the Federal Reserve Bank of Richmond announced today. Compared with the previous week this year, sales were off 17 per cent, the report added. 5 Sales in Capital stores in the four weeks ended May 11 made a favor- able showing, being 7 per cent ahead of last year in the like period. The four weeks' gain for the whole fifth district was 9 per cent and the weekly gain over last year was also 9 per cent. The Richmond report stated that the decline in sales last week from the preceding week was largely due to two special sales in Washington in the earlier week which had bear- ing on the averages for the whole district. Baltimore trade improved and a group of other cities enjoyed an 18 per cent gain over last year, 20 per cent over the previous week and scored a 19 per cent pickup in the four weeks, the review disclosed. Two Utility Systems Planned. * ‘Washington stockholders in. the North American Co. have received the complete text of the answer filed with the Securities and Exchange Commission regarding compliance with the Holding Company Act. The North American Co. plans to have two well-rounded systems, one around St. Louis and the other around Cleveland. The company is willing to reduce its control over the Washington Railway & Electric Co., but says there should first be a simplification of the corporate structure by a merger of Railway & Electric with its subsidiary, the Po- tomac Electric Power Co. Land Bank Retention Urged. Charles H. Mylander, Ohio banker, member of the A. B. A. Committee on Federal Legislation, made a strong plea yesterday before the Senate Banking Committee for re- tention of the Federal Farm Loan System. “It will be a sad day for the farmer if the system is dis- carded,” he said. New York Cotton BY the Associated Mess. NEW YORK, May 18—Cotton futures tumbled to the lowest levels since last November before a new flood of war liquidation today. The list closed 27 to 31 points net lower. Selling by both domestic and foreign sources was the heav- iest since the ‘war began. Foreign accounts, principally Liverpool and Bombay, sold over 50,000 bales on the opening call. Prices were off more than $9 a bale from the January highs.
