Thomas Parran called on the State and territorial health officers of the United States at their annual meeting today to tighten their defense lines against ' great pestilences whose deadly viruses are lurking in the background of Amer- ican life. It is especially important, he said, that State health authorities in the West remain constantly on guard against bubonic plague, the malady which nearly depopulated Northern Europe in the 13th century. He also warned health officers in‘the South- ern States to renew their vigilance against typhus fever, for which a presumably efficient vaccine has re- cently been developed for the first time by the Public Health Service. “Lest we be lulled into compla- cency by accomplishments,” Dr, Parran said, “let me sound a note of warning against possible out- breaks of plague, typhus fever, yel- low fever or smallpox. Evidence thus far assembled would suggest that infected rodents may be found in all States comprising the Pacific and Rocky Mountain groups. It has even been suggested that plague i fection may exist in rodents of cer- tain States in the Plains. Murine typhus infection is endemic in some of the Southern States. The inci- dence of human typhus seems to be increasing within these States and the disease is extending to sur- round:ng territory. At present the infection is spread by rat fleas, but epidemiologists suggest the possi- bility of louse-born typhus, particu- larly if the infection should become established in Northern industrial centers. Planes Bring Yellow Fever Peril. “For a number of years this coun- try has escaped the ravages of yel- low fever, due to our rigid quaran- tine regulations and to geographic separation from infected places. Air transportation has lessened this separation in terms of travel time and has rendered effective quaran- tine more difficult. “At almost every conference it is necessary to call attention to the high . proportion of people who fail to be vaccinated against smallpox. Earlier in the year there was danger that smallpox might reach epidemic proportions. Fortunately the imme- diate danger has passed. This ex- perience may be a warning of the hazards that lie ahead unless pre- ventive measures are instituted. “The Public Health Service calls on all Western States to become more aware of their potential plague problem and on the Southern States to take aggressive steps against typhus. The fight, he said, calls for aggressive programs which must be Nation-wide in scope. On the other hand, he said, the remarkable success attained in the treatment of pneumonia with sulfapyridine has led some health departments to abandon their efforts to provide supplies of anti-pneumoc- cocus serum. This may be a bad move, he indicated, and urged that the serum work be continued at least until the results of a Nation- wide survey by the Public Health Service in co-operation with hos- pitals and clinics is completed. The greatest advances in medicine, Surgeon General Parran said, have been against the communicable diseases which, after all, play a very minor role in sickness and death compared to the malignant! and degenerative diseases.
