HAVANA, July 29.—Col Fulgencio Batista, chief of Cuba's army and &trong man of the island republic, said vesterday shat the setup in the sugar industry, Cuba’'s greatest, will be re- built as the first step in the former sergeant’s plan to “redistribute, n a just and proportional manner,” the wealth of the nation “‘without soaking either the rich or the poor.” ‘The 36-year-old leader explained, for the first time, the important phases of his “three-year plan,” which was announced several weeks ago. The plan covers almost everv phase of Cuban economic and social life and is designed to improve the health, educa- tion and living conditions of the country’s millions of poor. “This plan is not a Leftist or a Rightest movement,” said the colonel, “but a sensible, feasible plan to make life more enjoyable for the extremely poor but deserving Cuban, while of- fering ample guarantees to capital.” Contemplates Larger Income. ‘The Batista plan embraces 21 gen- eral phases and 7 specific phases of economic and social readjustment. It provides for division of profits in the sugar industry so as to give the worker a larger cash income. Laws are to be enacted to pass on the canegrowers and caneworkers, certain fixed percentages of the profits from the crop. The sugar industry program, Col. Batista believes, would give the workar greater security in the ‘“off-season” by alloting to each family a small plot of garden land for raising table crops from June to January. Few of the workers have had any means of support for seven months of the year and they have had no land upon which to raise necessary foodstuffs. $10,000,000 Transfer Involved. Col. Batista estimates that the pro- ject will mean the transfer from the “capitalist” classes to the worker classes of $40,000.000 in sugar profits annually. That, he says, means wider distribution of money, increased buying power and better living conditions. Identical programs will be applied to such basic industries as petroleum, mineral, tobacco, coffee and agriculture in general. A land distribution scheme is another important phase of the three-year plan.
