B the Assoclated Press. NEW YORK, December 23.—Alder- men’s proposals to “regulate” New York pedestrians were described as infeasible yesterday by Mayor F. H. La Guardia, who commented: “I pre- fer the happiness of our unorganized imperfection to the gloom of organ- ized imperfection of other countries.” Elithinating “jay-walking” penalties from a new traffic code he signed to go into effect February. 19, the Mayor said: " “The regulation of motor vehicle trafic * * * must undergo a period of trainipg * * ¢ before we can im- pose the danger of fine and imprison- ment on those who walk the streets. “The regulation of pedestrians has been successful in many European cities, but that is due to the power of government and the training and dis- cipline of the people and to their $1 a Week Pays Demonstrators at thisattractive peculiar habits, training, tradition and custom. * * * “To try to goosestep or to drive into formation march the residents of New York Oity is a task far more difficult than it would seem in the reading of a regulation of this kind. We are accustomed to move freely, and naturally would resent a police regulation which might' catch the pedestrian unaware when he cannot realize the necessity of such inter- ference.” ‘The principal features of the new code are abolition of right turns on red lights and penalties for prac- tioners of the “car-watching” racket. Christmas Paroles Dropped. RALEIGH, N. C., December 23 (#), —Gov. Ehringhaus said yesterday he would give out no paroles as Christmas presents. Any paroles which may be issued on or immediately before Christmas day, he said, would be merely of the routine variety sube mitted to him by Paroles Commis- sioner Edwin M. Gill.
