NEW YORK, December 16.—In re- volt against what he termed “the re- actionary minority” within the legal profession, Frank P. Walsh, an at- torney and chairman of the New York Power Authority, announced yester- day the formation of & national law- yers' guild. Walsh, one of the organizers, said the guild would be organized formally at a convention in Washington on February 22. He added there were at present between 2,000 and 3,000 members, but said he expected a mem- bership of 5,000 by the time of the Washington meeting. Sees Curb on Liberal Group. He said the guild was “not in com= petition with any other association,” but that guild organizers felt the more liberal element among lawyers was not now sufficiently represented. The American Bar Association now is con- sidered the principal representative of organized lawyers. Walsh, who was chairman of the Executive Committee of the Progres- sive National Committee, which cam- paigned for President Roosevelt’s re- election, asserted the public had formed the impression that the legal profession was an “instrument of ob- struction,” due primarily to the fact “no unified group of lawyers has un- dertaken to encourage and to assert THE EVENING STAR, WASHINGTON, D. Holley of Chicago, Jerome Frank, a Reconstruction Finance Corp. attorney; Charlton Ogburn, at- torney to the American Federation of Labor, and Henry T. Hunt of Wash- ngton, former mayor of Cincinnati. Under a draft of the organization’s constitution, made public yesterday, members would pay dues arranged on a sliding scale, with a maximum of $10 annually. COPYRIGHT RULING REVERSED BY LETTS Authors and Publishers of ‘More Merry Go Round’ Held Liable to the Washingtonian. Reversing a prior ruling, Justice F. Dickinson Letts of District Court held today that the authors and publishers of “More Merry Go Round” are liable in damages to the Washingtonian Publishing Co., Inc., for infringement of copyright. Defendants in the litigation wese Drew Pearson and Robert 8. Allen, authors; Liveright, Inc., publishers, and the Van Rees Press, which printed the book. Justice Letts found that a chapter of the book contained matter “prac- tically identical” to an article in the December 10, 1931, issue of The ‘Washingtonian, a monthly magazine published here at that time. In his first ruling, Justice Letts held that by delay in filing copies of the magazine and in paying the copy- right fee, the plaintiff forfeited its right to damages for infringement. Today, however, he said the usual no- tice of copyright, printed in the maga~ zine constituted a valid copyright, and that fajlure to deposit copies did not deprive the plaintiff of its right of action.
