A—18 =* CHILDREN'S ABUSE DENIED BY STREET Charges Against Receiving Home Unfounded, He Declares. Declaring he is confident there is no basis for reports that inmates of the Receiving Home for Children are being mistreated, Public Welfare Di- rector Elwood Street announced today there would be no further investiga- tion at the institution unless some specific charge is made to the Welfare Board. Street's statement followed a police inquiry, precipitated last night by a complaint lodged by Mrs. Francis T. Evans, wife of the commandant of the Marine Barracks at the Navy Yard. Mrs. Evans went to the institution after hearing a colored inmate scream- ing. Grady H. Leonard, superintend- ent, explained that the inmate, a 16-year-old girl, had cried out when attendants attempted to place her in isolated quarters after she became “unruly.” Police Lieut. John Flaherty, fifth precinct, and a Women's Bureanu rep- resentative investigated the case, but found no evidence that the girl had been mistreated, they said. Capt. Joseph Morgan, fifth precinct com- mander, also declared he is satisfied no further investigation is necessary.
