MOSCOW, December 5.-—Soviet Russia bolstered her military alliance with France today s the All-Union Congress of Soviets gave final approval to a new constitution which author- izes the government to declare war “in case of necessity.” Among the sweeping governmental and social changes provided for in the new charter were creation of a two-house Parliament to be elected by equal and direct popular vote, and m;ectlon of private property already eld. Informed persons, pointing to the fact the original draft of the con- stitution permitted a declaration of war only in the event of “an armed attack against the U. S. 8. R.” said revisions which the congress approved would give new force to the Franco- Soviet agreement for mutual aid. Germano-Japan Pact Answer Seen.
