The published reports prompted aides of Attarney General Cummings to make inquiries as to the accuracy of the newspaper accounts. The At- torney General was advised that the conditions had net been exaggerated. ‘When Elwood Street, director of the Board of Public Welfare, learned, through unofficial channels, of the sympathetic interest of the Attorney General in the local jail problem, Chairman Frederick W. McReynolds telephoned an invitation to Cummings to make a first-hand survey of con- ditions. The cabinet officer accepted readily. District officials are hopeful that, as a result of his visit to the jail, Cummings will throw the powerful support of the Department of Justice behind the movement to ameliorate conditions. Immediate remedial measures which might be sought include erection of an annex and construction of a fenced yard in which prisoners may exercise. The long-view program would call for a completely new plant in a less thickly populated section, as at Blue Plains. Lack of funds has prevented either of these plans from being carried out to date. 4 As it is now, prisoners often are forced to sleep on thin straw mat- | tresses on the concrete floor. Their only means of exercise is a stroll in | the dark corridors of their cell block. | They must eat in a room within sight | of the electric chair. Facilities of the | jail infirmary are grossly inadequate. These factors combine to menace the health and morale of all pris- oners, Superintendent Rives has em- phasized. The visit of Attorney General Cummings to the jail will follow by a few days an inspection by the Police | | Court judges of crowded conditions | |at the Occoquan workhouse, Coneea-‘ tion at the workhouse has a direct | | bearing on jail overcrowding, as the | workhouse has been unable to relieve the jail promptly of prisoners sched- uled to serve their sentences at the Occoquan institution.
