Fu Tso-Yi denied today an | ultimatum had been received from Mongol irregulars demanding the sur- render of Pailingmiao. (Chinese sources in Kalgan, in neighboring Chahar Province, had re- ported Mongolian commanders had demanded the surrender of the key city within 24 hours. Pailingmiao was captured by Gen. Fu’s loyal Suiyuan- ese troops last week.) Refugee Mongols—men, women and children driven from their nomad homes in Western Chahar and East- ern Suiyuan by the threat of war— atreamed into this frontier town within the lee of China’s Great Wall. They came on camels, in horse- drawn carts or afoot—stripped of their belongings and suffering from subzero temperatures and the hard- ships of heavy snow gripping North- ern Asia. Many were without food, but thank- ful to escape the theater of war, which, they asserted, is certain to engulf the | area they and their ancestors have | occupied for centuries. The majority of the refugees were hunters or small herd owners.
