NEW YORK, November 30.—Antici- pating another move early next year by the Federal Reserve Board to cut the surplus supply of loanable bank funds, the First Boston Corp. expressed the view that such action “need have no actual effect on money rates. The investment house in a letter to customers, also called at- tention to possibility of “bookkeeping balance” in the Federal budget by the end of the present fiscal year and cautioned against paying high pre- miums on Federal obligations matur- ing after September, 1937, in expecta~ tion of getting privileges for mhlcflp- tion to new issues. Under a balanced budget the cor- poration noted, the Government may have to pay off in cash part of its maturing debts. The letter set forth the belief the Reserve Board would act by ordering another increase in reserve require- ments of member banks, similar to its order last August for a 50 per cent boost in the deposits members must keep at the reserve banks. Part of the surplus “locked up” by the first move, however, has been off- set by a renewed rise of the excess accompanying a further inflow of gold. “This action, if taken,” the letter added, “will be to prevent undue credit expansion made possible by the im- portation of gold. Gold is evidently going to continue to flow towards this country because the output of newly- mined gold is much larger than normal and our price of gold is high and hold- ing up the world price. The purchase by foreign interests of our securities brings additional gold.” NEW ORDERS TOP LUMBER OUTPUT Production and Shipments Re- stricted in Month by Mari- time Strike. The lumber industry during the week ended November 21, 1936, stood at 57 per cent of the 1929 weekly average of production and 55 per cent of 1929 shipments. Reported new orders were again appreciably above production and shipments, both of which have been restricted this month by the maritime strike. National production reported during the week ended November 21, of 3 per cent fewer mills was approximately equal to output of the preceding week; shipments were 1 per cent above, and new orders 3 per cent above that week, according to reports to the National Lumber Manufacturers Association from regional associations covering the operations of important softwood and hardwood mills. Reported new business during the week ended November 21 was 13 per cent in excess of production; ship- ments were 7 per cent below output. Reported new business of the previous week was 9 per cent above produc- tion; shipments were 8 per cent below output.
