Flanders. In the making of mortgage loans, ‘Flanders stated, as well a8 in grant- ing Government insurance on such instruments, appraisal of the real estate security is not enough to de- termine fully the risk involved. “It is an indisputable fact,” he said, “that an individual, not a prop- erty, signs the bond and mortgage, and that the loan is actually made to a person or corporation. Too fre- quently, under the old mortgage sys- tem, the fact that an application was made and the appraisal justi- fled the amount of the loan, were taken as oonclusive proof of abllity to pay. “In rating the real value of a mort- gage loan, the Housing Administra- tion takes into consideration, not only the appraised value of the property, but also the appraisal of the bor- rower, as he is the one to whom the lender must look for repayment.” Under the system used by the Housing Administration in examining the eligibility of a mortgage for in- surance, Flanders pointed out, & mort- gage-risk examiner makes an analysis of the borrower’s credit that is sepa- rate and distinct from the appraisal of the real estate. Questions which are decided in this process include the following: Wil the borrower be able to meet the pay- ments? What is his attitude toward the obligation? What are his pros- pects for the future?
