F. A\ PREPARING NEW LIQUOR RULE Branding and Advertising Regulations Are Among Changes Contemplated. By the Associated Press Repeal's second birthday, December | 5, will find the Government building its second post-prohibition control sys- | tem for the whisky, wine and beer | trades. The Federal Alcohol Administra- tion, created to replace a system that‘ died with N. R. A,, is preparing new standards and definitions, new brand- | ing and advertising rules designed to have the full weight of law when is- sued by Administrator Franklin C. | Hoyt. With more than 3,500 liquor | and wine producers and importers al- | ready under permit, the F. A. A. is| working now to register all mho]e-{ salers before March 1. Hoyt Holds Rule. | Through power to revoke or suspend permits, Hoyt holds life-or-death rule over the liquor companies. A new en- forcement machine is being primed to | replace the code authorities which | ruled the industry under the first post- | prohibition set-up, the Federal Alcohol | Control Administration. \ F. A. A. does not rule brewers, ex- cept to enforce State laws on beer shipped across State lines. All but seven States have adopted parts of | the old F. A. C. A. beer standards, | however. They forbid “tied houses,” | which receive financial favors in re- turn for buying exclusively from one brewer; bar “misleading” advertising and labeling, and set up standards fur the product. . States Survey Results. ‘While the Federal Government thus s busy, 40 States and the District of Columbia are surveying the results of | two years’ experimenting in State liquor control. State liquor monop- olies have been set up in 15 States, and 26 have license systems, Prohibi- tion States are Alabama, Georgia, Kansas, Mississippi, North Carolina, | North Dakota, Oklahoma and Tennes- see. While temperance workers cite "dry“ 1 votes in six of these States this year as proof of a new prohibition tide, re- peal advocates claim a victory in Ken- tucky’s repeal of State prohibition this Fall. The country’s liquor stock, depleted n 10 dry years, now is growing again, which production this year reaching 199,858,309 gallons, compared with ' 109,942,019 gallons last year, according to the institute. The 679 breweries which have sprung up since repeal are now producing more than 5,000,000 barrels of beer a month, and the vineyards of New York, Michigan and California have revived the domestic wine trade. .
