Net change. +.1 - —.1 Unc. 1 5 [+ 4 regional conferences aimed to aid in the development of banking services along sound lines and “preserve the public’s newly recovered confidence in banks.” “We shall ask for and welcome aid from every one who believes that the strengthening of our private system is essential to national progress,” Mr. Fleming explained. “The emergency which required an unusual degree of governmental participation in banking is practically ended,” he added, “and we now have the advantage of know- ing just what tne new banking laws are, even if we have not yet had time to discover how they will work out in practice. “The conferences will deal with| practical phases of bank activity, stressing public and customer rela- tions. Banking is a business of human relationships. Perhaps bankers in the past have not been sufficiently con- scious of the fact that they are actu- ally engaged in a form of real public service. But we know that it is not enough to be technically good bank- ers. We must be public conscious in our good banking. We must realize that public understanding of and sympathy with a bank’s aims and problems are just as essential to the soundness of its structure as are good loans and investments. “This does not mean,” Mr. Fleming | added. “that we contemplate a gigan- tic campaign of high-pressure pub- licity designed. borrowing a thread- bare phrase, ‘to resell banking to the public’ We neither want nor need such a program. What we seek, rather, | is the most effective means of doing | our daily jobs at our individual banks | and building & sclid foundation for | practical understanding between the banks and their respective communi- ties.” Starkey Has Notable Record. George L. Starkey, president of the National Bank of Washington, started his forty-eighth year of continuous services with the bank today, having completed 47 vears' work yes- terday. He re- ceived many hearty congratu- ° lations today on his brilliant rec- ord from both as- sociates and the bank’'s patrons. On December 1, 1888, he was given a position in the bank as a messenger, it be- ing und e rstood that the job was only a “trial” One of his friends humorously said today that it looks as if he was going to “make good.” Starting at the bottom of the bank- ing ladder he soon began to climb, | being assigned new duties which put him in close touch with all depart- ments of the bank. An expert note | teller for years he was made assistant | cashier in 1908. | In 1917 Mr. Starkey was elected first vice president and in 1922 was moved up to the presidency when his old friend, Clarence F. Norment, be- came chairman of the board. Mr. Starkey was born and reared ‘n Washington, belongs to the Cham- ber of Commerce and other similar organizations and is consulted a great deal for business advice. He is well known in the banking district as a | member of the Executive Committee of the Washington Clearing House | Association. Cahill Joins Laidlaw Staff, Robert F. Cahill, who has been con- nected with the brokerage firm of J. 8. Bache & Co,, in the Washington Hotel, has become associated with Laidlaw & Co., New York-Stock Ex- change firm, with offices at 727 Fif- teenth street, G, Bowie Chipman an- nounced today. Mr. Cahill is the son of the late James R. Cahill, former vice president of the Commercial National Bank of ‘Washington, and son-in-law of Joseph ¢ P. Tumulty, secretary to the late Pres- jdent Woodrow Wilson. He was educated in Washingotn ‘public schools and was graduated from Emerson Institute, Washington; at- tended Lehigh University and was graduated from Catholic University of Washington. He served in the Infan- try Officers’ Training School at Camp Gordon, Ga., during the World War. He was employed in the public utility department of the General Electric Co. and at one time managed his own real estate and building busi- ness. Mr. Cahill is a member of the Chevy Chase Club, of the Knights of Columbus and of the Delta Tau Delta Fraternity. A. B. A, Sees Big Gains. The American Bankers’ Association today made this forecast: “Current trade developments con- tain a clear promise that the Christ- mas season this year will compare favorably with 1928. Inflation is already here, in spirit at least, and its effects thus far have been seduc- tively pleasant. “Late Fall and Winter business, accordingly, starts upon a firm foundation. It faces just enough un- eertainty and difficulty to temper its enthusiasm and hold it to a steady eourse. Some of its prospects depend upon artificial aids which can hardly be dispensed with at once without disaster but, as improvement con- tinues these aids can and doubtless will be gradually withdrawn. There is no action or condition in sight which further threatens the well- being of banking and finance. Busi- ness, banking, finance, industry—all national activities—are on the way up. There is confidence that the breathing spell decreed on September ¢ will continue for some time. “There is abundant evidence that business in general no longer expects, hopes for or desires the complete elimination of controls at this time.
