DEMOCRATS PLAN LOCAL FEDERATION Clubs Would Be Placed Under One Leadership for Good ] of the Party. Formatlen of a city-wide federa- tion of Democratic clubs, having for | its purpose a concerted program in the interest of the partr and its forthcoming campaign, was proposed -Itnmetting of the Democratic League | of the District Wednesday night at the Mayflower Hotel. The proposal, made by Arthur Clar- endon Smith, retiring league presi- dent, will be included in the organiza- tion’s program for the coming months, Admiral Mark L. The Daughters of the American Revolution will not be able to particis pate in the eleventh Women's Patriotic Conference on National Defense next year because of a resolution passed at the forty-second Continental Con- WASHINGTON, D. gress last year, the national board has voted. The resolution stated the D. A. R. cannot legally affiliate with other or- ganizations under its charter. The formal invitation from Mrs. Harriet V. Rigdon, chairman of the defense conference, to the D. A. R. to participate in the 1936 activities, was presented to the board by Mrs. Wil- lam A. Becker, president. ‘The board held the question should not be opened again because the resolution makes it impossible for the board to take action uniless the dele- gate body of the society rescinds the measure. The Home Owners' Loan Corp. yesterday announced foreclosure pro- ceedings against 4,105 residential properties. The acuon plunged the Government more deeply into the real estate business. The statement of new actions against delinquent home owners rep- resented a big increase over the 1,823 foreclosure moves recorded up to Sep- tember 30. The value of the homes involved, based on an average corpo- ration loah of $3,000, was held to ex- ceed $6,000,000. Nearly half the total foreclosure suits, or 1,096, were reported insti- tuted because of the “obstinate re- fusal” of borrowers to pay up loans far in arrears, in some cases as much as 18 months.
