NOVENBER ST FOR SEMER VOTE Leesburg Citizens to Ballot on Bond Issue to Match P. W. A, Grant. Bpecial Dispatch to The Star. LEESBURG, Va, October 18— Judge J. R. H. Alexander, in Circuit Court, has entered an order directing a special election be held in Leesburg | November 4 on the proposal to issue bonds for construction of a complete | sewerage system here. The proposal, | indorsed by Town Council, is to bond | the town in the umount of $77,500 to | match the P. W. A. grant of $63,450 | eapproved for the project. Mayor E. N. Bradfield today an- nounced a mass meeting would be | held in the court house Wednesday night for a public discussion of the | proposal, with the sanitation engi- | neer of the State Health Department present to present the view of that department on sewage disposal here now. | Council has approved issuance of 4 per cent bonds, maturing in 23 years. Financial experts estimate the in- crease in the local tax rate to meet payments on the bonds will not ex- | ceed 75 cents, with the per capita cost | |§ per annum figured at $2.50. ! Facing the town is the strong prob- ability that the State will force, at an early date, construction of a sewage disposal plant here in event the P. W. A. sewerage project is defeated. | Engineers estimate the cost of a dis- posal plant would be approximately 835,000, with the entire expense being | borne by the town without P. W. A, | help, and necessitating a tax increase to defray the cost. | The present sewerage system serves only 5 per cent of the population.
