O'Connor, 65, chairman of the] United States Shipping Board during one of its stormiest periods, died at | his home here yesterday, two days! after suffering what was then des- eribed as a slight stroke, O’'Connor, who rose to power as a leader in the formative days of the Great Lakes Seamen’s and Longshore- | men’s Unions, helped direct the new American Merchant Marine after the ettacks on his record. Accusations against O’Connor in the Senate were that he had shown favoritism, waste and extravagance in handling a $30,000,000 Federal ship subsidy and had been irregular in sale of Government-owned ships to private lines. Huge Subsidies Paid. A long Senate Committee investiga- tion brought out testimony one line had received more in subsidies in three years than it had paid for 18 ships bought from the United States. O’Connor was insistent in his denial ©f waste and irregularities. Com- panies that deserved subsidies received them, he said A native of Toronto. Ontario, ©'Connor came here in childhood and his first job was as a stationary engi- neer. He became interested in the union movement while working as a tug hand and for a time was presi- dent of the Licensed Tugmen's Union. Funeral services will be held Mon- day morning in St. Teresa's Catholic Church. Survivors are the widow end four sons.
