THE TEACHER RATINGS REVISED BY BOARD Sweeping Changes in School Control Simplifies Procedures. The superintendent of schools was divested of final authority over teacher ratings in sweeping revisions of rating procedure ordered by the Board of Education late yesterday. The changes affect also methods of supervision and promotion. In taking this action, the board recognized long-standing complaints by teacher organizations against pres- ent methods and took upon its own shoulders administrative responsibil- ities which normally would fall to the paid officers of the school system. Cutting through a mass of complica- tions resulting from gradual evolution | | of the rating, promotion and supervi- sion systems over a dozen years, the | board ordered drastic simplifications | of procedure and granted the teachers themselves an influential voice in final determination of the standards upon which they shall ke judged. Vital Decisions Reached. Important changes effected were: 1. Ratings by immediate rating offi- cers are made final, subject to limited appeal. Provision is made that a teacher may appeal his or her rating to the superintendent of schools on three specific grounds. The grounds are bias on the part of the rating officer; incompetency of the rating officer, and lack of observation of the teacher by the rating officer. Heretofore, appeals could be taken for any reason. Acting on the appeal, the superin- tendent is empowered to set aside the rating upon any of the three grounds, or refuse to act. If his settlement of the case is unsatisfactory to the teacher, the Board of Education may be asked to step in as final arbiter. All ratings must be in the hands of teachers on the last day of school and appeals must be presented before July 1. ‘When ratings are lowered, teachers involved must be given written warn- ings as as conditions justifying the reduction develops. This is aimed to permit teachers doing poor work to improve before the year’s end. Supervisors to Use Forms. Provision is made for a supervisory form to be used by all supervisory of- ficers. The report points out that its use “should show teachers where they are strong and where weak, and should give them the opportunity to evaluate their own work.” After each visit to a teacher, the supervisory officer is di- rected to confer with the teacher and discuss the results of the inspection.
