Under the law, Reed will act as Attorney General if ever Attorney General Cummings is absent or ill. The new solicitor began Govern- ment service under a Republican ad- ministration in 1920, when he was named general counsel of the Farm Board. Friends said that, although he always had been an active Demo- crat, his record with the burley to- this post.
