MCARTER T0 BARE INCOME TAX PLOT Utilities Magnate Will De- scribe to Jury Alleged Of- fer to Defraud U. S. Thomas N. McCarter, New Jersey | public utilities magnate and president , of the Edison Electric Institute, will| go before the District grand jury to- morrow to describe an alleged offer | made to him by principals in what Secretary of the Treasury Morgenthau | has declared was an income tax con- ! spiracy to “sell out the Government.” ! McCarter is one of a group of wit- | nesses subpoenaed by United States | Attorney Leslie C. Garnett for ap-! pearance at the grand jury room to- morrow at 10 am. Among the other | witnesses will be special agents of the intelligence unit of the Internal! Revenue Bureau, which collected evi- dence in the case. | Indictment of probably four persons, two of them formerly in responsible posts at the Internal Revenue Bureau, will be sought by the Government, it ! was said. The charge will be con- spiracy to defraud the Government. | Jury to Examine Files. Voluminous files of documemnr_vl evidence will be presented to the grand Jjury for examination. it is understood. Communications which are alleged to have passed between the former Gov- ernment employes and certain tax consultants in New York City will be | revealed. | The employes involved in the | scandal have been dismissed from the service, and the tax consultants have been placed on the Treasury Depart- ment’s “black list.” McCarter will be asked to repeat to | the grand jury the story he already has related to Morgenthau about a *“proposition” made to him by the tax consultants for a 20 per cent cut in return for settlement of a pending income tax assessment. The tax amounted to about $150.000 and the | consultants’ share was to be $30,000. | The consultants are said to have| “guaranteed” settlement of the case. McCarter said he told them he | would study the proposal, but instead | he informed Secretary Morgenthau. Morgenthau ordered an investigation, and McCarter agreed to go through with the “proposition.” There were some negotiations, ending with an “offer” by McCarter to pay the con- sultants $10,000. This is said to have | been accepted. i Before any money was passed, how- ever, the alleged plotters learned they were under investigation and further negotiations were broken off. 14-Year Record Scrutinized. Dismissal of the two revenue em- ployes here ensued, and a comprehen- sive investigation of all cases which they settled over a period of 14 years was begun. This investigation will require weeks to complete. Two revenue agents in York area also are involved in the inquiry and their dismissal is said to | be imminent. The investigation has been under supervision of Revenue Commissioner | Guy T. Helvering, who has assigned Elmer L. Irey, chief of the intelligence unit. to take personal charge of the probe. EL PASO, Tex, December 8— Around a mass of medical testimony and the memory of investigators, the State's story of the slaying of Mrs. Irene Debolt developed swiftly today in the murder trial of Arthur C. Wil- son, steel chemist turned ship’s steward. Dr. W. Smith, a county health officer, expressed the opinion the Cleveland widow had been dead from 30 to 40 hours when her nude body was found in the desert west of Van Horn, Tex., in November, 1933. He insisted death was due to strangula- tion, although he acknowledged one of the head wounds could have re- sulted fatally. From Hardie Matthews, State high- way patrolman, came a description of how a piece of twine interlaced with beargrass was knotted about Mrs. Debolt’'s neck. He subsequently dis- covered car tracks in a pecos camp ground which he said corresponded to those near the body. Plans for a special Christmas cele- bration at George Washington Uni- versity Hospital were announced by Mrs. William Winslow, chairman of the Sunshine Committee of the Wom- en’'s Board of the hospital, at the reg- ular monthly meeting of the board Wednesday at the Mayflower Hotel. Mrs. Winslow explained the pro- gram will be designed to bring “bright- ness and cheer” to hospital patients over the holidays. Mrs. Gilbert Grosvenor presided. Reports of the Decorating Committee showed that the “doctors’ room” had been refurnished with entirely new furniture. The committee is also di- recting the refurnishing and paint- ing of private patients’ Trooms and is providing new chairs for the staff dining room, Mrs. John Paul Earnest, chairman of the Membership Committee, pre- sented the name of Mrs. E.
