PARIS, France, October 13.—Eu- ropeans are buying back their dollar bonds on United States security ex-j changes. The British were obliged to | sell a part of their issues of Collll- nental loans on the American market, for the British holders needed to make their positions more liquid, and also British sold securities to provide funds for supporting the pound. Americans lost confidence in Conti- nental Europe and tcld their foregn bonds. As a consequence, continental bonds are so depreciated on the New t that Europeans are buying < This movement is taking lace not only in New York, but also in ndon, Amsterdam and Zurich. National governments are not repur- chasing their bonds. for France is one | of few continental countries in a poci- | tion to do so city and department issues as soon a: the bond co! cts permit. Surety Firms Buyers. A majority of the bond repurchasing is coming from Central European in- surance companies, investment trusts and individuals Provinciel ments are also buying for the purpose of supporting their bonds or for reduc- ing interest chaiges in their budgets. The demand to repatriate bonds has caused an abnormal demand for for- eign exchange in several countries, par- ticularly in Austria, Hungary, Czechoslo- vakia, Jugoslavia as well as Germany. Doubt in their own currency gives an added incentive to flee from it and to place their capital in_their own coun- try’s bonds as sold in New York, Zurich and Paris. Trade conditions also cause an abnormal demand for foreign cur- rencies. Money Markets Upset. Demands for foreign exchange have wupset all the money markets in Central Furope so that virtually all govern- ments have regulated their exchange conditions and trade is almost at a standstill. Finland’s abandonment yesterday of the gold standard has caused foreign currencies to rise 25 per cent. Finland's tie-up with the pound sterling for lum- | ber exports is thought to have impelled the move. Also when the Scandinavian countries went off the gold standard, making for lower prices for mine tim-| bers and lumber for Great Britain, this offered competition which Finland had | to meet. Finland's decision to abandon | the gold standard followed a long meet- | ing of bank directors.
