The board consented that Wilkins take the vessel that carried him to the arctic for an under-ice expedition, out to deep water and scrap it, instead of returning it to a North Atlantic port. | Secretary Adams was consulted after ‘Wilkins sought permission to scrap the boat about three weeks ago. First de- nied permission, he explained to the board he considered it dangerous to attempt the ocean crossing. ‘The old submarine was transferred from the Navy Department to the Shipping Board in order that the latter jght charter it to Lake ey , Conn., he Wilkins expedition.
