MADRID, Spain, September 30.— ‘With hardly a slip in the machinery of the constituent —assembly worthy of mention, the Spanish Republic contin- ues almost daily to find hersell ever more nearer her goal when the consti- tutional project will be duly approved and become an unquestioned reality. Two articles the nationality of foreigners resident in Spain, were passed with virtually no discussion of any importance. Before the session adjourned at 10 o'clock last night, the deputies were al- ready far ahead with the third chap- ter and the lesuon of whether the country is to have the death penalty, which was beginning to enliven the at- mosphere of the House, was suddenly left in midair to be settled at today’s sitting. Religious Problem Put Off. ‘The religious problem, which now fig- ures in this third chapter, on the sug- gestion of Speaker of the House Jullano Besteiro, has been postponed until next week. ‘While debating on the subject of na- tionality, Deputy Barriobero, a pale- faced Federalist, introduced an amend- ment to the effect that all Spaniards who took religlous oaths or became priests would automatically lose all rights of citizenship. Despite the sup- port of the Socialists and radical So- clalists, the drastic amendment met with defeat by 113 votes against 82. For the first time since the Cortes as- sembled the only two woman Deputies in the House, Senorita Campoamor and Victoria Kent, exchanged a round of sharp phrases, which brought laughter among their male colleagues. Senorita Campoamor, who is a member of the Parliamentary Committee which drafted the constitutional project, successfully stood off the attack of her sister Deputy that the article defining equal rights for all Spaniards should be divested of the words “in principle” where the status of women is explained. President Niceto Alcala Zamora, who is & sincere profeminist, defended Senorita Kent's objections. Lerroux Called Again. Foreign Minister Alejandro Lerroux, who has been lingering in Geneva longer | than the government here probably considers necessary, was again asked to returl immediately in a telegram which President Alcala Zamora, in the name of the entire council of ministers, sent him yesterday. This action to recall Senor Lerroux is probably related to some sort of document received from the Vatican, which most likely Papal Nuncio ‘Tedeschini handed to President Alcala Zamora in an audience yesterday. Meantime the press has changed its tone in treating the religious question. It advises the Deputies to imitate the wonderful diplomacy which the govern- ment has always displayed in confer- ences with Mgr. Tedeschini.
