The next arms limitation confefence probably will strike at the building up of aviation forces through restriction of airplane carrier tonnage, Rear Admiral William A. Moffett, chief of the Navy Bureau of Aeronautics, told the Hol Committee on Naval Affairs yesterday. Admiral Moffett voiced the opinion that restrictions along these lines would be suggested at the next conference by powers which believe that the United States eventually will control the seas through superior strength in the air. Want Lower Tonnage. At the London conference, Admiral Moffett sald, Great Britain and Japan sought to limit airplane carriers to a total considerably below the 135,000-ton maximum set by the treaty. He quoted Premier MacDonald of England as say- ing he wanted to limit total aircraft I.cnrrler tonnage to 100,000 tons and that he expected to do that in the future. “Is it your belief” Chairman Britten of the Naval Committee asked, “that Great Britain and other countries will try to curtail construction of aimplane- carrying ships because they think the United States will control the airplane industry as it does the automotive in- dustry and thus control the seas?” “Yes, that's very probable,” Moffett answered. Wants New Craft. Moffett also urged the committee to approve an authorization for a ship un- which would have the powers of the es- tablished six-inch-gun vessel and in ad- |dition carry 24 operating planes. He likened these planes to guns which “shoot 200 miles,” that being about the distance to which they could fly, drop their bombs and return to the ship, and said the vessel would be ‘“superior to any other cruiser we have.” PHYSICIANS.JOIN SURVEY Two Consultants Named to Group Studying Medical Care Costs. BUFFALO, N. Y., December 19.—In- creases in estimated car requirements for grain, flour, fresh fruits and vege- tables almost sufficient to offset anti pated decreases in other industries were outlined in reports to the Great Lakes Regional Advisory Board here yesterday. The board is composed of representatives of shippers and trans- portation companics. Its program to- day consisted larcely of a review of business and forecasts for the first quarter of 1931. Prediots 18.7 Per Cent Increase. Edward S. Briggs, general manager of the American Fruit and Vegetable hippers' Association, predicted an 18.7 per cent increase in shipments of fresh fruits and a 16 per cent increase in vegetables for the first three months of the coming year. A 4.3 per cent increase in shipments of grain, flour and other mill products was forecast by Willlam E. Maloney of the Buffalo Corn Exchange. These predicted increases were bal- anced against a 4.3 per cent decrease in the estimated car requirements of the iron and steel industry in figures which William M. Lorenz, traffic man- ager of the Otis Steel Co. of Cleveland and chairman of the Iron and Steel Committee, sald were conservative. Clare B. Tefft of Toledo, Ohio, read a report showing that Pontiac, Mich, factories, operating at 95 per cent of ca- pacity during the first 11 months of this year, headed the list of 19 cities in point of average operation. Cleveland was classed in the report as an average eity, with 70 per cent operation. Governments Criticized. ‘W. J. In the first case, a Southern member of Congress sauntered into a bank to pay a $3,000 note. He nonchalantly tendered a teller what he thought was 2 $1,000 bill and enough cash to make up the remainder, was handed the can- caled note and departed. At the close of the day's business the ‘ulle'r dis- covered he was $9,000 “over” and po sessed & $10,000 bill he failed to remem- ber recelving. A check was made and the Repre- sentative was called from the floor of the House by telephone. He lost no time checking his funds, discovered the error and was reimbursed in short order. ‘The second financial slip resulted in the loss of '$500 to another banker. He was asked to cash a $1,500 check by a business man. He counted out $2,000.
