NEW YORK, March 18—United States Attorney Charles H. Tuttle an- | nounced yesterday that he had obtained | the confession of a professional incen- | diary, who, for a fee of $3,000, guaran- teed the “complete destruction” of a| store or shop. Detalls of the arson racket as prac- ticed by Joseph Eisenstein, Tuttle said, | would be presented to a Federal grand | | jury with the object of obtaining in- dictments for using the mails to defraud in connection with attempts to collect insurance. Seven merchants whom Tuttle said Eisenstein named as “clients” also face indictment. The total amount of inser- ance involved was estimated by some ! newspapers to be $500,000. Eisenstein was arrested on a farm about 85 miles from Richmond, Va., through information supplied by Louis Dachis, a fur merchant, under indict- ment in connection with the burning of his fur shop in West Twenty-seventh street, last December. Tuttle said Dachis named Eisenstein as the man who set fire to the shop after its stock of furs had been removed. Tuttle said Eisenstein confessed that he had been employed by merchants in Philadelphia_and other cities and had negotiated with a man in Atlantic City, who offered only $250 for a fire.
