Harris for the | grouping in this area of the buildings l of the municipal center group, however, | call for a lowering of streets to the level of Pennsylvania avenue back to C street, and a sharp risesfrom C street north to Judiciary square. This will call for changes in the grades not only in the streets in the municipal center, but in some connecting streets. The plans, which are in a tentative stage. next will go to the National Capi- tal Park and Planning Commission, the Fine Arts Commission, and the Federal Building Commission for approval.
