Neglect and Discourtesy in Correspondence. “Some things that simply are not done in official life” were laid at the door of Secretary of the Treasury Mel- lon yesterday by Senator Johnson, Re- publican, of California, who was speak- ing his mind concerning an exchange of correspondence with Secretary Mel- lon_over patronage in California. “They are,” said Senator Johnson, “the refusal to reply to a courteous communication within reasonable time, that is official in character, by any de- partment, or a reply that may be elther mistaken or deceptive in character. He said he then wrote to Mr. Mellon, but received no reply. Senator Johnson also related how he had inquired about the appointment of an internal revenue collector for San Francisco last Summer. He sald Sec- retary Mellon answered his letter a month later and after the appointment of & new man hag been made.
