GENEVA, January 4.—Beyond post- ing on its bulletin board a brief an- nouncement of the meetings at which general Jan Christian Smuts will speak in New York, the secretariat of the League ot Nations has made no move toward taking any part tomorrow in the celebration of the League’s tenth birthday anniversary. That birthday really falls on Fri- day of next week. The League covenant being an integral part of the Versailles treaty, the League was born January 10, 1920 when th! treaty became effec- tive, but the treaty’s date bears un- pleasant memories for Germany, which is now a member of the League.
