Fleming, was held recent- | { 1y by a coronor's jury for the action of | the grand jury. | “It appeared that Fleming was shot | by Rouse on April 24 last while Rouse and Officer Campbell were chasing & liquor-laden automobile, -operated by Fleming and equipped with a smoke | screen. “After carefully considering the case, ! the grand jury has ignored the charge ! of homicide -against Rouse. | Commena Officers for Courage. | “We commend Rouse and Campbell | for their courage in trying, at the risk arrest those who so flagrantly violate | the law and who have no respect for the rights and safety of law-abiding | The ownership or use of & | smoke-screen is a felony. It was the | duty of the officers to apprehend those | committing a felony and in the per- formance of that duty the offender was shot. The evidence is plain that Rouse | did not deliberately shoot Fleming and | | every law-respecting person deplores the | | death of Fleming or any other person | killed in a like manner. | | " “The .question arises—Are the police to enforce the law or are they only to ask observance of the law? The grand jury holds that law-enforcing officers must enforce the law and every facility necessary for so doing should be placed | at their dispcsal. REPORT OF JURY RAILROADS LIMIT GRAIN RATES CUT Eastern Lines Follow West ern in Holding Reduction to Wheat and Wheat Flour. By the Associated Press. Representative rallroads decided today to limit the freight-rate reduction decided upon re- cently as a farm relief action. to whea and wheat flour, in line with the action of the Western trunk line railroads. This action was announced today to the Interstate Commerce Commission by Robert N. Collyer, chairman of the Eastern Trunk Line Association, after a telephone conversation with New York. The action was decided upon at a meeting in New York between Eastern railway executive and millers. Mr. Collyer told the commission this would make it necessary for the Eastern rallroads to amend the application madc recently for reduced rates on all ex- port grain in the Eastern territory. At a recent meeting in Washington the Eastern carriers agreed upon re- duced rates on all export grain in order to move the surplus crop out of the country before the new crop is har- vested.
