MEXICO CITY, December 19 (#).— The newspaper El Universal vesterday said that the Harris bill for. limiting Mexican emigration to the United States, even if made into a law, would not prevent the inflow of Mexicans. ‘The newspaper thought that it would be as impossible to prevent smuggling laborers over the boundary line as it has been to enforce the dry law. Completed Christmas plans of the Salvation Army were announced today by Staff Capt. Ernest R. Man Who Lost Fatal Election Bet Arrested in Dallas. DALLAS, December 19 (#).—Ben C. Richards, jr., prominent local business man, was arrested today on two charges of forgery in connection with a $1,000 election bet, which has caused the death of one man and murder charges against another. Richards wagered $1,000 with V. Ray Adams of Dallas that Senator Earle B. Mayfield would defeat Repre- sentative Tom €onnally in the United e e v & S ————— been pald to & “Olyde R. Vest of Waco” on which Adams charged were forged. Adams shot and killed Mathews. Vest mnever was found, and in his trial for murder Adams said he belleved Richards got the money.
