Creation of an independent oligarchy would result from permitting the Board of Education to submit its estimates to the Bureau of the Budget without the Commissioners being allowed to pare them beforehand, Charles I. Stengle declared at a meeting of the Petworth Citizens’ Association in the Petworth School 1ast night. His criticism was occasioned by the reading of a questionnaire sent out by the School Board, in which the opinion of citizens was requested on a proposal to submit all estimates for school needs to the Commissioners in the usual manner, the Commissioners to attach any recommendatons or sug- gestons they deemed necessary, but to resubmit the original estimates to the Bureau of the Budget. " Mr. Stengle said this would be a| backward step, leading eventually to, each individual department of the Dis- trict government making its plea for whatever appropriations were desired and creating a useless piece of ma- chinery of the Board of Commissioners. | Yaden Defends Proposal. James G. Yaden, defending the pro- posal, saic there has been such progress with all othér District functions, im- provement in streets, lights, sewers, parks and in other matters, but the! schools appear to be losing ground in appropriations, while the need for ad- ditional educational facilities is grow- ing rapidly. It was voted to refer the matter to the committee on education, with instructions to consider and report at_the January meeting. / Resolutions presented by Mr. Yaden and adopted favor the merging of all transportation lines in the District. In- dorsement was given to the proposed bill for a five-year library extension program, and the library committee was instructed to co-operate with other organizations in the community in an effort to have one of the proposed 13 branch libraries placed in Petworth. A survey to determine the street im- provements needed in the section was decided upon, the chairman of the com- mittee on streets and parks being in- structed to co-operate with a like com- mittee from the Piney Branch Citizens’ Association to have Allison street from Thirteenth to Fourteenth street re- surfaced. Criticism was heaped upon the quality of street illumination pre- vailing in the community, and action was taken urging better lighting, es- pecially ‘on New Hampshire avenue north of Georgia avenue. Christmas Celebration Omitted. ‘The association will not have a Christmas tree celebration this year, be- cause of the refusal of the office of public buildings and parks to permit the use of the large evergreen tree in Grant Circle to be used for that purpose.
