Merket in Washington has been ad- Gressed to Scnator Glass of Virginia, leading advocate in the Senate of that Jocation, and to his colleague, Senator Swanson " The brief, a copy of which also was received by the Senate District com- mittee, urges the two Virginia Senators to oppose passage by the Senate of the Stalker bill, already approved by the ‘House, which would place the Farmers’ Market in the Southwest near the water front. ‘The petitioners argue that the South- west location would not be easily ac- cessible from all parts of the District, ti'at the grade of the land is not suited to market purposes, that the pending measure authorizes only sufficient money to acquire the land, and would not, therefore, make possible the erection of any market structures. The petition takes particular excep- tion to the use of the term “whole- sale market” in the pending bill. C., December 19—The last leg of a long journey from St. Petersburg, Fla., to Hartford, Conn., was n here day by an 85-year-old mother who was speeding north to reach the side of her dead son. Mrs. C. E. Smith, using air- plane and fast train, expected to reach Hartford during the early afternoon hours today. She flew from St. Petersburg to Jacksonville yesterday: there she caught a train for Raleigh, where she was to start her flight for Hartford. A Greenville, 8.-C., plane was chartered for the trip to Hart- ford, George M. Keightley hop- ping off from Greenville late yes- terday after receiving wire messages from Florida chartering his plane. Executives should be psychologists, George R. Farnum, Assistant Attorney General of the United States, told the Federal Bar Association at its meeting last night in the Interior Department auditorium, speaking on “The Human Element in Organization.” When cases involving his employes are up before the Personnel Classification Board, he informed his colleagues in the legal pro- fession, he goes down and pleads their cases himself. Mr. Farnum described the method used in the Department of Justice and told of the use of psychology in handling sensitive employes, nervous types and those who feel a sense of in- feriority. Charles Freeman offered a resolution, which was unanimously adopted, thank- ing Mr. Farnum and providing that copies of the address be prepared with a view to publication in a leading legal publication. William R. Vallance, the association’s president, who presided at the meeting, advised the gathering that he had been informed the retirement bill, which has been put over by the House rules com- mittee until afer the holidays, faces little if any opposition in the House, but that there is fear of a presidential veto, due to the increased appropria- tions it will entail. CHICAGO, December 19.—Two times Clyde Healy escaped assassination. Yes- terday he didn't. His body, three bullets in the head, was found beside the curb. of a South Side street. For many hours he was marked on the coroner’s records as the victim of a “vampire” motorist. When a careful examination was made last night the bullet holes were found. Healy, whose father was a well known politician on the South Side two dec- ades ago, apparently had been “taken for a ride” in his own car, which was found several blocks away. Police sald an unsuccessful attempt to kill Healy was made some time ago by the Masters gang of Des Moines, to whom, police were told, Healy soll 100 barrels of water, which was supposed to be moonshine. Another attempt against his life was made following the slaying of a West Side tailor, who trafficked in liquor as a side line. Senator Glass has had charge of the bill in the Sen- ate, with Senator Tydings of Maryland leading the opposition. Senator Glass said today he has not ehanged his view regarding the loca- tion of the market, explaining that his decision to support the Southwest site wes arrived at after a study of the merits of the question and after an inspection of the locations, and that his attitude toward public questions was not determined by petitions from one side or the other. ‘The market bill is expected”to be given further consid- eration in the Senate after the Christ- mas holidays.
