Author of Children’ Program Also a Cartoonist. When Jolly Bill, who broadcasts a children's program through WRC and associated stations in the late after- noon, has any spare time he spends it drawing cartoons. His work has ap- peared in a number of radio magazines and trade journals. In real life Jolly Bill is William Steinke. He is the father of several children and devotes practically his whole time to writing, rehearsing and broadcasting the daily “Jolly Bill and Jane” programs, “Ribs, Spare and Short,” on WJZ. “Ribs, Spare and Short,” will be the subject of a talk by Philip Smith, rep- resentative of the New York Meat Council, to be broadcast by WJZ and associated stations December 13 at 2:30 pm. e Dorothy Gish to Talk on WEAF Dorothy Gish, famous screen actress, will speak over WEAF and a network of National Broadcasting Co. stations this afternoon at 4:45 o'clock. The Federal Radio Commission, scheduled to pass out of existence on March 16, may continue to function as usual for a time after that date. Chairman White of the House mer- chant marine committee, co-author of the radio act, is drafting a resolution asking that the life of the commission be extended. Opposes Making It Fixture.
