The two men, who police said they have been seelting for three weeks, are James (Libby) Quigley and Johnnie | Burke. { Whether they and Hyman (Gilly) | Biller, also sought by police in con- | nection with the slaying, are among | those named in the four murder indict- ments brought by the grand jury was not revealed. The identities of two of those named in the indictments were hidden under the legal pseudonyms of “John Doe” and “Richard Roe” and a third, the name of which was not revealed. Only One Arrested. George McManus is the only one of the four indicted men who has been arrested. He pleaded not guilty to the | charge of murder. Biller was his “pay- off” man and had a room on the four- teenth floor of the Park Central the night Rothstein was lured to the hotel by a telephone call and shot Quigley. the police said, was a for- mer associate of McManus in the man- azement of a gabmling house in_ the | midtown section and was formerly a artner in a post-prohibition brewery the outskirts of the city.
