PRISONERS' FOOD IN'RED-TAPE STEW) - McCarl’s Plan Would Save One-thousandth of 1 Per Cent Through Bids. WEDNESDAY, NOVEMBER A long and somewhat twisted line of red tape is now surrounding the District Commissioners, 14 police precincts and the offices of the controller general of the United States, the purchasing officer and auditor of the District and the major and superintendent of police, and the Commissioners are seeking a legal and dignified way to cut it. It all started some months ago when the eagle eye of the controller general fell upon the practice of the District of buying meals for prisoners at the various police precincts from persons in the neighborhood willing to supply the same, at a cost averaging 25 cents apiece. The controller gen- eral issued an opinion that this was bad practice, and that the meals in question should be bought by competi- tive bidding. _According, the District purchasing officer advertised for bids on October 9, and 11 were received. Unfortunately, no bids were received for two of the precincts, The bids re- ceived for some of the precincts were higher than the average prices now paid, and the bids for others were lower, but the net result was that, in the precincts bid for, there would be a net saving of 76 cents per month, or less than one-thousandth of one per cent of the price now paid. In order to secure this saving, how- ever, the Commissioners would be called upon to run several risks. Should the contract be awarded to a eontractor the quality and quantity of whose food were unsatisfactory, the eity fathers would be compelled to rescind the con- tract by formal action, and advertise for new bids. If they accept the com- petitive bidding as good law, the would have to break the law to feed the pris- oners while waiting for the new bids to come in. The amounts involved are so small that the bidders cannot be required to put up bonds for the faith- ful performance of the contracts. All these matters dre carefully di- gested and set forth in a four-page opinion. prepared by District Auditor Daniel J. Donovan. The Commissioners vesterday gave the matter long consid- eration, and finally decided to act upon Mr. Donovan's suggestion that his re- port be called to the attention of the controller general and that he be asked to relax the rule as to the neces- sity of competitive bidding in this case. Accordingly. they forwarded the report to the controller general’s office, where it now lies. Fitts, 2612 Connecticut avenue, has filed suit for $50,000 dam- ages against Joseph McReynolds, auto- mobile dealer, for alleged personal in- juries.
