COMMONS REFUSES] TOCENSUREACCORD -Lloyd George’s Move to Have Action Branded Peace Menace Is Beaten. By the Associated Press. LONDON, November 14.—An attempt to put the House of Commons on rec- ord as declaring that the Anglo-French naval accord had endangered the peace of Eutope and the Sood relations of reat Britain with the United States has failed. Former Premier David Lloyd George moved the declara- tion as an amend- ment to the reply to the address from ithe throne. After a sharp de- bate on British policy between Prime Minister Stanley and Mr, George ihe amend- ment was defeated, 326 to 163. Official Regret Asked. Mr. Lloyd George asked Commons to express official regret that the ac- cord with France had abandoned the principle of limiting small submarines, cruisers and other naval vessels. He also asked the house to declare that the exclusion of reservists from computa- tions of military strength was con= trary to the spirit of the Versailles and Lbcarno treaties. Exclusion of re- servists was conceded by Great Britain to gain French support for the British position on cruisers. “We. have been guilty,” Mr. Lloyd George said, “of something which has driven America, through its chief of- fcer, to declare for a policy of addition- al cruisers.” Baldwin Defends Pact. Mr. Baldwin, in reply, spoke of the Anglo-French agreement in the past tense, calling attention to the fact that he was doing so. He said it had been “@n honest, straightforward at- tempt to escape from the deadlock which' developed at Geneva and which was threatening the cause of disarma- ment.” The prime minister took Mr. Lioyd QGeorge to task for his articles in the foreign press, which he said could oniy gnklz the government’s task more dif- eul Lloyd George.
