Otis, Civil War veteran, and was a boyhood chum of U. 8. Grant, jr. He was a frequent visitor to the White House during President Grant’s administration. He was appointed to the United States Military Academy by President Grant and after his graduation in 1874 was a member of the 4th U. S. Cavalry, par- ticipating in many of the Indian cam- paigns. In 1882 Capt. Otis resigned irom the Army and married Adele C. Varro of Washington, Pa., a cousin of Mrs. U. S. Grant. He was in the Gov- crnment service as constructing engi- neer until 1908, when he moved with his family to- San Diego, Calif. Capt. Otis is survived by his widow and four children, all of whom were with him at his death.
