THE EVENING STAR, WASHINGTON, D. C., THURSDAY, OCTOBER -4 1928 SCHOOL BODY SEEKS LINK N CONGRESS Board Would- Submit Prob- lems Direct Without Con- ° sulting Cpmmissioners. Feeling that much of its school legis- lation is “pigeonholed” by the District Commissioners, the Board of Education will seek to establish the right to deal directly with Congress in matters rela- tive to the public school system. At its regular meeting in Franklin School, last night, th> board appointed President Charles F. Carusi and Henry Gillighn, chairman of its legislative | committee, to look up the law on the | question. Mr. Carusi explained he was | not sure that the board is required to submit its legislation to the Commis- | sioners before it goes to Congress, but that this has been the usual procedure. Alter the meeting Mr. Carusi ex- plained that while the board was not trying to stir up trouble with the Com- missioners, he personally felt that the school system suffers greatly when some of the board's important recommenda tions are laid aside by the Commission- ers and do’ riot reach Congress until months afterward, if a¥ all. Delay Health Schoois. The board members decided not to consider a request from the Associa. tion for Prevention of Tuberculosis that they be allowed to establish 24-hour health schools, referring this matter to the superintendent of schools for in- vestigation, to be followed by a report | to the board at a subsequent meeting. The association contends that segre- | gation of tubercular pupils will do much | 10 prevent the spread of the disease. Langdon Bids Out. Because they were not within the limits of the available funds, bids for the construction of a 16-room building to _replace the Langdon School have{ been rejected, the board announced. The drawings will be revised and new bids - invited. ; ‘The board decided it could not comply with a request from William E. Lamb is opened. Dr. Ballou said the new school was constructed for the specific mxrwne of lacing these schools, but, all probability, the Force School will be continued for a few years to provide {or the very young children in the neighborhood. ‘The board, approved the appointment of J. BERLIN, October. 4 (#).—The foreign affairs committee of the Reichstag adopted a resolution -today expressing regret that the question of evacuation of the Rhineland and general disarma- ment had not made the “desired prog- ress” at the recent meeting of the League of Nations at Geneva. The resolution requests the German government to continue efforts to bring: about & solution of these problems as promptly as possible.. It also urges the ® 1% League of Nations to give the question :ef L:‘o“hnu minorities increased at- ntion. + ) Origin of “Star Chamber.” The term “star chamber proceedings” is i’ almost daily use, but few persons using the expression reaily know how it originated. 1In ancient times the King of England had a special court which consisted of some of his advisers and a | number of judges which met at West- | minster. It seems to' have gotten its name from the fact that the ceiling of the chamber where the court sat was decorated with gilt stars.
