Investigation of statements alleged to have been made by Capt. William G. Stott of the Fourteenth Precinct regarding instructions given by him to a policeman authorizing the latter “to shoot and shoot to kill if neces- y" when in danger of death at he hands of a motorist driving an ably to Capt. Stott, it was announced The investigation was launched after the trial of Policeman B. R. Campbell by the Police Trial Board, on a charge of improper use of his pistol in connection with the fatal Home several weeks ago. Witness for Defense. Campbell summoned Stott as a de- fense witness. On the stand Attorney Robert \E. Lynch asked categorical questioris as to instructions given by Stott to Policeman L. M. Francis of the Tenth Precinct while Campbell Stott testified that he had instructed Francis he was author- ized to shoot and shoot to kill if necessary to protect his life. The in- cident alluded to was shortly after Francis narrowly escaped being pur- posely run down by a bootlegger. In his letter explaining his testi- mony Stott pointed out that the in- struction Campbell heard him give Francis was intended to avply only to the particular case Francis explained || to him and was not i general instruc: tion to policemen, ~ Stott also explained in the letter that he was summoned to appear before the trial board and did not volunteer the testimony, al- though he was forced to respect the summons served on him. Explanation Held Satisfactory. In view of the fact that the counsel given by Stott to ¥rancis in that particular case was merely a reason- able construction of the police manual regulation that policemen may use their pistols in “‘most urgent cases” of self defense or when circumstances I Justify such use, Maj. Hesse said that the explanation was satisfactory and that the investigation would proceed no further, unless additional com- further probing. MOB MENACES PRISONER. Danville Negro, Accused by Girl,|s Removed for Safe Keeping. Special Dispatch to The Star. DANVILLE, Va., August 13.—John Duncan, a negro, 43 years old, was re- moved from the city this afternoon under orders of Chief of Polige Bell, following his arrest for a capital of- fense involving a 12-year-old girl. Bell declined to say where the negro had been taken for safe keeping. This action was taken after Patrolman Ira Harris had reported difficulty with a mob that had menaced the -prisoner. In making the arrest, the officer was compelled to use his club. The girl was taken to police headquarters, where she accused the prisoner. Clinton Flannigap Held to Answer Charges Here. Clinton Thomas Flannigan, colored, 33 years old, was brought back from New York Friday by a deputy United States marshal after he had been trailed to the metropolis by Detective Sergt. C. J. P. Weber*on a charge of forgery. Two indictments are pending against Flannigan, in which he is charged with the forging of deeds of trust on Washington real estaee and with cashing checks representing loans made on the properties.
