BERLIN, August 13.—Prince Wil helm, oldest son of the former German Crown Prince, is now “Fuchsmajor.” This means that he is major in charge of the freshmen in the exclu- sive fraternity “Bonner Preussen,” of which the Hohenzollerns have been members since its founding 100 years 0. nzl’rince ‘Wilhelm became of age on July 4. He has been studying at Bonn for the past year. One of the things that a member of the “Preussen” fraternity must learn to do, is to fight the customary student duel. If he flinches when his opponent slashes his face, he is thrown out of the fra- ternity. . The young prince has been placed in charge of the freshmen who have not fought their first duel. Under the rules of the fraternity they must obey him implicitly. Prince Wilhelm's proudest moment came during the yecent 100th anniver- sary exercises of his fraternity, when his father and his uncle, the Grand Duks of Mecklenburg, were among the 170 alumni in attendance. CHAMBERLAI.N IN POST OF BALDWIN IS SURPRISE British Discuss Appointment of Foreign Minister as Substitute. By the Associated Press. LONDON, August 13.—It was a sur- prise to many to hear that Sir Austen Chamberlain, British Foreign Min- ister, is to be acting Prime Minister during the absence of Stanley Baldwin in Canada. Many persons thought, and indeed it was prematurely an- nounced, that Earl Balfour would fill the post. There seems to have been some foundation for the Balfour theory, since he is the senior statesman in every sense of the word, apart from official position. On the other hand, there is the as- sumption that the chancellor of the exchequer, Mr. Winston Churchill, is the natural deputy of the prime min- ister. It is an assumption fostered by the fact that as the Foreign Secretary is generally a peer, he is apt to be passed over whenever a question of succession to the premiership arises, making the chancellor of the excheq- uer next in line.
