LANSING, Mich., December 2.—The question as to whether the Y. M. C. A. and Y. W. C. A. are wholly benevo- lent and charitable organizations is before the Michigan State tax com- mission and the body’s decision in the matter is expected to have an important ring in regard to State taxing of “Y" property. In most States “Y" property is ex- empt from taxation on the ground that It is used for benevolent, chari- table and educational purposes only. The Michigan commission contends the organizations are being operated for profit and are subject to taxation the same as any other corporation. At a hearing before the commission yesterday George Lord, chairman, tes- tified the organizations are using part of their property to compete with com- mercial enterprises, such as restau- rants and hotels. A number of “Y" leaders appeared at the hearing and protested the pro- posed tax. F. B. Freeman, general State secretary, declared the cafeterias and dormitories conducted'by the “Y" have shown a steady deficit. Thomas F. Leete of Detroit, a mem- ber of the hoar the Y. M. C. A. asserted the “Y's” are benevolent, charitable and educational all through their structure. The cafeterias and the numerous dormitories are operated at a loss so the “Y" can offer young people home enviropment, religious training, moral protection and_social contact under one roof, he sald. “To my mind there is a statutory inhibition against exempting Y. M. C. A.and Y. W. C. A. property which is used for commercial adventures,” Lord said. “As far as I am concerned, the fact that you are taking roomers from other rooming houses and hotels and are competing with restaurants is go- ing to be considered.” $12,000,000 BUDGET ADOPTED BY CHURCH Presbyterian Committee Delays Ac- tion on‘Removing Desertion as Cause for Divorce. CHICAGO, Decembér 2.—The Pres- byterian general council meeting here last night adopted a budget of $12.- 000,000 for the fiscal year beginning next April 1, as compared with the $15,000,000 annual budget of the past five vears. The finance committee recommended the reduction and the 1927 budget is ted as follows: National $3.902,640; for- : Christian sters’ pen- : women's national mis- 000; women’s foreign mis- 000; American Bible So- 390; Federal Council of $18.584. A special committee headed by Dr. William Oxley Thompson, moderator, appointed to consider amendment of the confession of faith by striking out “wilful d ion” as a justification severance of the marriage tie, met yesterday, but brought no report to the council. The question was re- ferred to a special subcommittee com- posed of Dr. Clarence E. McCartney of Philadelphia, Dr. Charles R. Erd- man of Princeton and Dr. William R. Taylor of Philadelphia. This com- mittee will report at the next council meeting here March 9. Another special committee, chosen to consider whether women shoudl be granted more privileges of participa- tion in church affairs than they now enjoy by virtue of representation on benevolent boards of the sect, report- ed that it had not concluded its delib- erations and that it would have no re- port to make until the next meeting of the general council in March, 1927.
