ROME, December 2.—Premier Mus- solini’s policy of linking Italy with all the Balkan nations by treaties of friendship and co-operation has borne new fruit in the signing at Tirana of an Italian-Albanian *pact of friend- ship and security.” The treaty was signed on November 27 and official announcement was made last night. The pact, which will be registered immediately with the League of Na~l tions, differs from those already ex- isting with Jugoslavia, Greece and Rumania, in that it is based on a uni- lateral guarantee by Italy of Alba- nia’s territorial integrity and on a . mutual agreement to refrain from making treaties with other nations affecting the reciprocal interests of Italy and Albania. Guardianship Is Stated.
