Senor Freyre has, however, changed hi§ plans, and the new diplomat on the Bolivian staff takes his place as first secretary of legation. This addition to the corps bears a name famillar and much honored in Washington, and he comes of the same family as that Dr. Fran- Mexican Ambassador here. Dr. de la Barra was during the critical period after the downfall of Diaz called to various important posts, and after the assassination of Madero he was pro- visional President of Mexico until the new constitution was adopted and Huerta elected. Senor George de la Barra, like the former Ambassador, now an exile from Mexico and a pro- fessor at the Sorbonne in Paris, is de- scended from a distinguished family of Toledo, Spain, two members of which were among the conquistadores of the late seventeenth century, one branch remaining in Mexico and the other going first to New Granada and thence south to the land which is called Bolivia in honor of the illustri- ous liberator, Simon Bolivar. The secretary of the Bolivian lega- tion _returns to this country as to a second home, for he received his pri- mary education here at the Technical School in Poughkeepsie, N. Y.
