_15 MKELLAR URGES POSTAL RATE CUT Bill Offered as New Reports Less Business, But Ex- | pectation of More. — e Responding to a Senate resolution, Postmaster General New has reported on his study of existing postal rates, Seaator McKellar of Tennessee has offered a bill to reduce | the rates. The report Fhu\\'e(i that the depart- ment had handled 721,279.719 fewer pleces of madl in the latter half of 1925, when the new rates were effec- tive, than during the same period in 1824 under lower rates schedules. Postal business took a sharp slump tmmediately after ndoption of the higher rates, it said, but it has in- d subsequently, with indications it will return to normal. This was particularly true of third class mail, including circulars other printed matter, not includin newspapers and periodicals. Coover of the department of psychology at Stanford University, who for more than 10 years hus been stugying psychic phe- nomena.
