NEW YORK, May 23.—Strength of sterling exchange, which rose to the highest level In 11 years and within a small fraction of 1 cent of dollar parity; continuance of the upward movement of stock prices for the third consecutive week; establishment of the highest levels in several years by the bond price averages and stiffening commodity quotations were the outstanding features of this week’s financial markets. The recent rise in stocks, which has been accompanied by substan- tially increased public participa- tion, has been interesting in many quarters as a discounting of ex- pected business improvement dur. ing the Summer and Fall. CAMP QUOTA NEAR FULL. Boys Desiring Training Are Ad- vised to Apply at Once. Washington city has now reached 140 per cent of its quota for the four citizens’ military training camps in the 3d Corps Area, and each day young men in the District of Columbia are applying for the 30 days' outf-or instruction and physical development which will be afforded by the War De partment without cost to boys of 1T years and over. The quota of the 3d Corps Area is rapidly nearing its completion, at which time no more applications can be accepted from Washington. Lieut. Col. Scott, in charge of the local re- serve units, is anxious that every boy in the District who is desirous of at tending the camps be permitted to do so, and that none will be disap pointed, as happened last year when applications were submitted too late. He ‘urges that all requests for attend ance be submitted at the earliest prac- ticable date. Full information can be obtalned at the headquarters of the local reserve units at 1402 E street,
