The recent call of the controller of the currency for statement of local banks' condition as of the close of business April 6 found Washington in- stitutions reporting a total gain of $147,306,940.23, or approximately 271 per cent more than on deposit at the close of business December 31, 1915, almost 10 years ago. A statement culled from the finan- cial columns of The Star as of the above date shows total deposits of $85,370,636.94, as against a total of $232,677,447.17 on the current call. By classes, national bank deposits in- creased about 302 -per cent in the in- terim, trust companies gained 236 per cent and savings institutions appre- ciated about 275 per cent. The thirteen national banks func- tioning at that time had on deposit a total of $40,601.767.80, whereas now they have $122,451,369.21 as of April 6. Trust companies then had $32 891.92 and now $77,451,871.23; savings institutions then $11,912,877.22, and now $32.774,206.73. His analysis of banking problems is his forte, while his judgment of invest- ments is said to be almost uncanny. Mr. Gehr won Statewide recognition during his successful handling of the first Libtrey loan during the World War, a work which he supervised. His appointment to head the Mary- land delegation in this important work, which the Richmond institution has mapped out, is well deserved merit, and is happily received by his friends who are legion. Prospective local investors are warned by Howard M. Cool, director of the Better Business Bureau, to determine the true market price be- fore buying the many offerings of German and Austrian securities which are being peddled freely in this city. Many of these circulars make much of the fact that the German govern- ment has issued an order preventing industries and private enterprises from retiring certain obligations The ruling holds that if these obligations are retired then the price paid by the corporation must not be less than 15 per cent of the gold value. In this connection it should be borne in mind that this does not mean private cor- porations are obliged to redeem se- curities. It is entirely conditional. Attention is also called to the fact that it takes more than law and will- ingness to discharge an obligation. Another Point Stressed. Another point stressed in these cir- culars offering municipal bonds i that it is customary for many large Central European cities to secura municipal obligations with actual property, such as warehouses, wharves, forest reserves, etc. This is pointed out as a future guarantes- ing greater security behind these bonds. Property securing a bond can be claimed by the bond holders only if the principal and interest is not paid in accordance with the bond pledged. The pledge in these in- stances, is to pay principal and in- terest in the old currency now so in- flated. It is true that many of these bonds do have specific property pledged as security which can be taken by the bond holders in the event of default, but there is no ques- tion about the ability of these cities to comply with the terms of the bonds. Interest and principal is being paid and will undoubtedly be paid—in in- flated currency. One circular recently brought to the attention of the Bet- ter Business Bureau points out how the municipal bonds of the City of Vienna are so amply secured by city- owned property, and offers these bonds for sale at prices ranging from $1.50 to $2.50 per 1,000 crowns. One thou sand crowns today is worth about 1.4 cents and the Vienna government is retiring their municipal bonds as and when they mature in inflated crowns. The purchaser of one of these bonds, then, at $1.50 or $2.50 could carry it to maturity and receive 1,000 crowns from the Vienna government, which he may exchange for 1.4 cents. The Seventh Annual Convention of the District of Columbia Bankers' As- sociation will be held at Hot Springs, Va., June 25, 26, 27 and 28. Many problems of great importance to every bank in Washington will ba discussed and acted upon at this con- vention. The business sessions have been ar- ranged for Thursday, Friday and Sat- urday, and will close sufficiently early each day to enable the delegates to devote the afternoons and evenings, as well as the entire day Sunday, to the en joyment of the wonderful recreational facilities which this famous Virginia mountain resort has to offer. There will be abundant opportunity for golf, ten- |nis, motoring, swimming, horseback rid- ing, card parties, dancing, and Sat- urday night there will be a banquet for the delegates, for which a special entertainment program is being ar- ranged.
