Staging of Quadrennial Event On Limited Scale ‘Ably»A'chieved Chairman Galliher and Committees, Compelled to Readjmt‘ Original Plans, Meet Coolidge’s Wishes Successfully. Never before, perhaps, has any in- Rugural committee faced more dif- fleulties or been precipitated head- first into s0 many pitfalls of dl eppointment than the one that planned today's celebration in honor of the formal fnduction into office of President Coqlidge and Vice Presi- dent Dawes. Torn between the apparent desire of the. country for & return to the old days, when the inguguration of A President was a signal for a na- tional hollday with an abundance of tinseled display and Fourth ‘of - July music, and President Coolidge’s In- sistent -demand for a “modest” cele- bration, the’ Washington - tnaugural committee of 1925 completed its task With a fervently whispered prayer of thanks. . Committee Keeps Faith, But If there s one thihg the Washington Inaugural committes ha. e right to belleve it has done it.ia that every ome, from Willlam T. Gal liner, its chairman, dewn to the least important member. has done his leve) best. Always keéping in mind the wish of the Prestdent for & simple inauguration, tha committee ha: worked night and day tryving to give the peopla the best March-the-Fourtn outing possible under the circum- stance. When Mr. Galliher was asked to accept the chalrmanship of the Washington committee early last nuary, he assumed the heavy re sponsibilities of that office “with the enthusiasm of & boy,” s he once expressed it himself. 'He thought the. eountry wanted a gala celebra- tion and he has recéived since then nundreds of letters proving that he had guessed right. But he was «loomed to disappointment at the White House. Mr. Galllher never entertained a desire for a big parede. Quality, not quantity, was his slogan. He want- ed a procession consisting of only two divisions. In the first he would ike to havesplaced picked regiments and squadrons from all of the fight. ing arme of the Nation. The second would have represented the crack historic - regiments of the States’ militia, *. escorting their respective Kovernors, Whoted BDaH Restored. Mr. Galliber aiso hoped to bring hack the offsixl iraugural ball. Not only did he ‘want it as part of his program, but. as the main source eof revenue with which to pay the ex- penses of the jnauguration. Finally, he wished to stage on the Washing- ton Monument. 16t what would have been the greatest. display. of fire- works ever. ssen in . Washington. This w the sam and substance of his scheme. One by one. however, these féatures | were eliminated. The first to go was the officlal ifaugural ball. Then the parade . wa¥ ordered . cut to those military éstablishments of the Regu- lar Army and Navy close to Wash- ington 'and! the governors of the States with ‘escorts not to exceed & scant 100 men. That meant a pro- cession that could pass any given point in @A hour, at the most. Thus deprived of fts main supports, the whole-scheme feil. -Finally Mr. Gal- liher called his committee together and recommended that no reviewins| stands be erécted by the committes except a small one for the President and his :guestq; “tHat ‘the fireworks program,. (0o, be abandoned: that even an sppropelatian ‘of $256 “for the labeling -af shistorie places be rex scinded, aAd that the committes con~ fine its plans strietly - to' the limita- tions laid down by the President. Committee Out Down. To carry out the original program he had planned, Mr. GCalliher had named a general committee and sub- commitiees, whose memberships to- taled in excess of 2,000 men and women, every one of whom is prom- fnent in Washington. The decision to cut everything so drastically re- sulted in the work of many of the committees being limited, and some even became inoperative, although they retained their official status. Tventually the fireworks committee became the concert committee, and to it was intrusted the work of arrang- ing the concert that is to bs given to- night. ~Mr. Gallther and Gen. Rock- enbach did much of the work of ar- ranging the parade. An advisory committee sorted out the probléms of sufficlent importance to present to the full inaugural committes. Other boards, which are named below, han- dled the work assigned to them It might be said; however, that no doubt ever existed that the $100,600 guarantes fund which the finance com- mittee, headed by Harry Wardman, set out to ralse here in Wasitington could be obtained. In lefs than two weeks more than half of it was subscribed. and the remainder would easily have been obtained had it not become apparent that the President did not approve of such an expensive inauguration.
