The House placed itself overwhelm- ingly on record yesterday in favor of “‘early adherence” by the United States to the World Court “with the reservations recommended by Presi- dent Harding and President Cool- idge.” No opposition was expressed to the resolution, which was brought up by Representative Burton, Republican, Ohio, gnd requires neither Senate nor presidential ~approval. = Embodying proposals by Representatives - Fish, Republican, New York, and Moore, Democrat, Virginia, it was adopted under suspension of the rules, requir- ing a two-thirds majority, first by viva voce vote, then by a rising vote, 149 to 10, and finally, on a roll call, 201 to 28. In addition to expressing its “earnest desire” for adherence to the court, the resolution stated the readiness of the House “to partici- pate in the enactment of such legis- lation as will necessarily follow such approval.” Represcntative Burton, in bringing up the proposal, alluded to conten- tions that only the Senate had a right, under the Constitution, to par- ticipate in foreign affairs, declaring the House had certaln rights in_this respect, and citing many instances in which it had similarly expressed itself. The resolutfon read: “Whereas a World Court, known as the Permanent Court of International , has been established and is v ncifoning at The Hague; and Whereas the traditional policy of the United States has earnestly fa- vored the avoidance of war and the settiement of international controver- sies by arbitration or pudiclal processes; and “Whereas this court, in its organiza- tion and probable development. prom- ises a new order in which controver- sies between nations will be settled in an orderly way, according to prin- ciples of right and justice: Therefore, be it “Resolved, That the House of Rep- resentatives desires to express its cor- dial approval of the said court, and an earnest desire that the United States give adherence to the protocol estab- lishing the same, with the reservations recommended by President Harding and President Cooligge. “Resolved further, That the House expre s its readiness to participate in the enactment of such legislation as will necessarily follow such ap- proval.” Organization Formed to Promote Appalachian Mountain Project. An Appalaciflan trail conference | was organized yesterday at meetings at the Raleigh Hotel to further the efforts already begun for the linking of a footpath down through-the Ap- palachian ridges from Maine to Geor- gia and Tennessee. Several hundred miles of the path have already been completed in New England, and steps are underway to complete the path through New York and New Jersey. An executive committee headed by Maj. W. A. Welch, director of- the Palisades Interstate Park, was named to direct further work toward scout- ing and marking the trail and to de- velop added features such as shelter camps and means of access.
