By Cable to The Star and Chicago Dally News. € Copyright, 1923, LONDON, December 8.—When Prime Minister Baldwin announced in the house of commons a month ago his intention of dissolving parllament and calling a general election on the issue of protective tariffs, he disregarded the best advice of the shrewdeat poli- ticlan of his party, Sir George Younger. He threw himself headlong into un- necessary and very unpopular trouble, and. today he views the melancholy wreckage caused by his inexperience. His attempt to change Great Britain's fiscal policy failed not because his case lacked merit, but because his business tralning made him blind to political facts which old campalgners saw with glaring clarity. Those facts now emerge from the turmoll of tho election for all to read. Great Britain's fiscal policy, bused on free trade for eight years, will.remain unchanged un- Ul the whole electorate receives unde- niable proof that a change I8 neces- sary. Colony Appeals Fatile. ‘Though the dominions and colonies may plead for protective tarifts their appeals will fall on deaf ears in the mother country. The English, Scotch and Welsh con- tinue to view thelr domestic problems from an insular viewpoint and no po- litical party can make them place imperial welfare before local welfare.
