Says Congress Must Decide. Representative Fields of Kentucky, ranking minority committeeman, de- clared with respect to the Kahn' pro- posal that Congress itself would have to assume responsibility of deciding upon a plan for the development of Muscle Shoals and it was not & ques- tion to be solved by any group of cabinet officers as representatives of the executive branch of the govern- ment. In announcing his proposal for the committee in the form of a statement, Chairman Kahn took pains to have it understood that he spoke only. for himself acting as an individual rather | than in the capacity .of committee |} chairman. ' He said it was his firm belief, based on three weeks' careful ation of the offers made by Henry Ford, the Alabama Power Company and Frederick E. Engstrum of Wilmington, N. C., for the comple- tion, operation, lease an.l purchase of the shoales projects. that the com- mission suggested offered the logi- cal and probably the only practical way of reaching a proper decision on the question. Flelds explained also that he had expressed the attitude on the com- niission suggestion in a personal way and not as a member of the mil- itary body. Suggests Farmers® Need. “I would he unwilling,” he sald. *“to delegate that power to any group of cabinet officers. The farmers of the_couniry have long been looking to Muscle Shoals for the solution of their fertilizer problem. They are looking to Congress for that relief now and Congress should assume the responsibility deciding the ques- tion for itself. The commission would be composed of representatives of the War, Treas- ury and Agricultural departments under Mr. Kahn's scheme and be em- powered to straighten out govern- ment tangles as to existing contracts, and enter into either a sale or a lease or a construction arrangement for the future develpment of Muscle Shoals. bl Queen Anne Suite (Bxactly as Illustrated) Four handsome pieces—in either Brown Mahogany finish or Walnut—Dresser, Chifforette, Toilet Table (with triplicate mirror) and Double Size Bed.
